temporarily barred the Trump administration from carrying out sweeping cuts and layoffs at over a dozen government agencies late Friday, part of <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/trump-federal-employees-probationary-firings-layoffs-workers-impact\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">a massive<\/a><\/span> federal cost-cutting drive led by Elon Musk&#8217;s <span class=\"link\"><a href=\"https:\/\/www.cbsnews.com\/news\/100-days-of-doge-elon-musk-trump\/\" target=\"_blank\" data-invalid-url-rewritten-http=\"\">Department of Government Efficiency<\/a><\/span>.<\/p>\n<p>U.S. District Judge Susan Illston ruled the plaintiffs \u2014 a group of <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.cand.448664\/gov.uscourts.cand.448664.1.0.pdf\" target=\"_blank\" rel=\"nofollow noopener\">federal employee unions<\/a> \u2014 are likely to show that the Trump administration&#8217;s attempts to reorganize and downsize the federal government exceed its legal authority. Illston wrote that President Trump &#8220;likely must request Congressional cooperation to order the changes he seeks.&#8221;<\/p>\n<p>Illston&#8217;s temporarily restraining order blocks a litany of federal agencies from taking any further steps to carry out a <a href=\"https:\/\/public-inspection.federalregister.gov\/2025-02762.pdf\" target=\"_blank\" rel=\"nofollow noopener\">February executive order<\/a> telling agencies to draw up plans for large-scale job cuts. The affected agencies \u2014 covering a wide swath of the government \u2014 can&#8217;t continue laying off staff or put workers on administrative leave in order to comply with Mr. Trump&#8217;s order.
